There is no universal answer, hairline position must be planned specifically around your facial proportions, age, and the degree of hair loss you may experience in the future. A hairline that is placed too low looks unnatural as surrounding hair continues to recede. A hairline that is too high can look equally disproportionate. The transplanted grafts themselves are permanent and will not be lost to pattern hair loss.
